Trump Suspends Russia Sanctions Amid Growing Rift With Zelensky

In a last‑minute executive order that lifted several sanctions on Russia two days before they were due to take effect, former President Donald Trump has impulsively shifted U.S. policy and deepened a rift with Ukrainian President Volodymyr Zelensky. The sanctions were part of a comprehensive bill that Congress passed and the president signed earlier in September, including tariffs of up to 100 % on imports of Russian oil and gas from the world’s largest purchasers and sanctions against key Russian officials and financial institutions.

Zelensky condemned the move as a “total disregard” for U.S. commitments to Ukraine, saying the law was intended to “impose truly effective pressure on Russia to bring this war to an end.” He warned that the pause could undermine Ukraine’s ability to counter Russia’s new winter offensive, citing a spate of overnight attacks on energy infrastructure.

The decision drew criticism from both sides of the political aisle. Democrats, including Virginia congressman Don Beyer, accused Trump of capitulating to Moscow; a group of Republicans—such as Texas senators Ted Cruz and John Cornyn—labelled the move as a mistake and “reckless.” Senator Thom Tillis of North Carolina called it “beyond irresponsible.”

The sanctions withdrawal follows a range of contentious U.S. actions that have strained U.S.–Ukraine relations, most notably a secret deal to import Russian diesel—a move Ukraine’s leadership said effectively subsidised the war effort. Trump’s administration has also faced recent accusations from Zelensky that the U.S. had curtailed the speed of Ukraine’s Starlink satellite network, disrupting battlefield communications and raising fears of a coordinated effort to hamper Ukrainian defence.

The situation remains volatile. While the temporary pause will last 60 days, allowing the Trump administration to analyze economic impacts, it has already eroded confidence among U.S. allies and emboldened Russia. For Zelensky and Kyiv’s military, the sanctions were a key lever against Russian aggression; for Washington, the decision illustrates how domestic policy debates can ripple out into international politics in unpredictable ways.
