In brief

Ken Pagurek, the head of FEMA’s urban search and rescue unit, has resigned, citing concerns over delays caused by the Trump administration's policies that hinder effective disaster response.

In a significant leadership shift, Ken Pagurek, head of the Urban Search and Rescue (USAR) unit of the Federal Emergency Management Agency (FEMA), has tendered his resignation, attributing his decision to mounting frustrations over bureaucratic inefficiencies under the Trump administration. These delays reportedly affected the agency’s response to catastrophic flooding in Texas, which occurred in early July. Pagurek, who has been with FEMA for over a decade and served as the chief for the past year, shared with colleagues that the recent changes implemented by the administration have created an atmosphere of “chaos.” Most notably, a new directive that mandates approval from Homeland Security Secretary Kristi Noem for all purchases exceeding $100,000 raised significant concerns about the agency's operational agility. Experts emphasize that, during disaster situations, financial needs can escalate quickly, sometimes reaching billions. The insistence on high-level approving procedures for sizeable expenses is likely to contribute to critical bottlenecks, thereby hampering timely responses. “This decision was not made lightly, and after much reflection and prayer, it is the right path for me at this time,” Pagurek mentioned in his resignation letter, according to sources familiar with the matter. Following the news of his departure, which was first reported by CNN, Pagurek could not be reached for further comment. His resignation highlights ongoing tensions regarding FEMA's operational capacity and the broader implications of government policy changes on disaster relief efforts.
