Renee Good, a 37‑year‑old mother of three, was killed by ICE on January 7 in Minneapolis during a traffic stop.
Good had recently moved to the city and was stopped by agents conducting “Operation Metro Surge,” a sweeping raid of the area targeting alleged immigrants and criminals.
ICE officer Jonathan Ross fired a shot that struck Good in the chest, resulting in her death. The agency later said Good had “attempted to kill or cause bodily harm to agents” in an act of domestic terrorism, a claim the family and witnesses dispute.
Two Lawsuits Filed
In the first suit, Good’s partner Becca Good and her brother Brent Ganger allege that the federal government, the Department of Homeland Security and their agents caused a “state‑sponsored environment of violence” that led to Good’s death. The complaint cites the Federal Tort Claims Act, accusing the agency of battery, assault, false imprisonment, intentional infliction of emotional distress and negligence.
The second suit targets ICE officer Jonathan Ross and senior White House and DHS officials, including Deputy Chief of Staff Stephen Miller, former Secretary Kristi Noem and border chief Tom Homan. It claims a conspiracy to violate civil rights by “senior federal officials, federal immigration enforcement agents and private actors.”
Family Testimony and Public Outcry
Good’s mother, Donna Ganger, testified before Congress, saying her daughter “should still be alive” and calling for accountability. She described herself as a “registered Republican” who voted for Trump believing agents protected citizens, yet she now demands truth.
The shooting sparked nationwide protests, and following the subsequent death of Alex Pretti at the hands of immigration agents, hundreds of ICE officers were withdrawn from Minneapolis.
Broader Impact
The lawsuits highlight growing scrutiny of ICE’s tactics and raise questions about the adequacy of oversight over federal agents. They also underscore how tribal and federal powers intersect during contested immigration enforcement in U.S. cities.
