In brief

BBC Verify has sifted through more than 60,000 news reports to identify 254 Israeli military cases where alleged killings were marked as under investigation but never reached a public conclusion. Of the 300 incidents flagged by the IDF, only 28 have published outcomes, and 18 remain ambiguous. The study underscores a pattern of delayed or opaque investigative processes that cover attacks in Gaza, the West Bank and Lebanon. Key incidents include a school strike that killed 93 people, the deaths of aid workers, and the murder of a young girl in a church. Experts argue that the lack of transparency undermines Israel’s claim of rule‑of‑law and breaches international humanitarian norms.

Hundreds of Israeli military investigations into alleged killings have produced no visible results, a BBC Verify analysis has found. Since the outbreak of the Gaza war on 7 October 2023, the group combed through 61,000 articles from BBC and Reuters. They identified 254 cases that the IDF said it was probing but never posted a final report for.

How the Study Was Built

Using AI‑driven search tools, the team flagged news items that mentioned casualties and the phrase “under investigation” or similar. Manual review cut out duplicates and malformed reports, leaving 300 unique incidents. They then cross‑checked each case against the IDF’s own statements on its website, finding only 28 closed, 18 unclear, and 254 still awaiting outcome.

Key Findings

The incidents were spread across Gaza (158), the West Bank (48) and Lebanon (32). More than 200 involved deaths, including children, women and aid workers. Notable cases:

  • August 2024 school strike in eastern Gaza: 93 fatalities (including 11 children). The IDF says a Hamas control centre was inside the building.
  • December 2023 church shooting in Gaza: Young girl and mother killed by Israeli troops; investigation remains open.
  • September 2024 Jenin operation: 16‑year‑old Lujain Musleh shot dead; the IDF claims she was a combatant but the case is still reviewed.

The Investigation Process

IDF investigations are typically initiated through the General Staff Fact‑Finding and Assessment Mechanism (FFAM). When a case escalates, it is forwarded to Military Prosecution. However, the IDF stresses that operational details are withheld to prevent enemy adaptation, creating a barrier to public disclosure.

International Perspectives

The International Committee of the Red Cross (ICRC) calls for transparent and timely investigations under the Geneva Conventions. Legal scholars—such as Michael Schmitt of Reading University—note that an absence of public findings can erode trust in a state’s rule of law, especially when the military operates in rapidly changing conflict zones.

Calls for Action

Human‑rights advocates urge the IDF to release detailed outcomes and, when appropriate, the evidence that underpins decisions. They contend that delayed or opaque reviews leave victims’ families in limbo and fuel accusations of impunity.
